Of the eight common UK bank holidays, the Early May Bank Holiday is by far the youngest. It was added to the calendar in May 1978 by Michael Foot — Lord President of the Council in James Callaghan’s Labour government — and confirmed by Royal Proclamation under section 1(3) of the Banking and Financial Dealings Act 1971.
The political reasoning was twofold. First, the gap between the Easter holidays in March or April and the Spring Bank Holiday at the end of May was conspicuously long — sometimes ten weeks. Second, May Day had long been observed across continental Europe as a workers’ holiday, and the Labour government wanted to align the British calendar with that tradition. The first Early May Bank Holiday landed on Monday 1 May 1978.
The holiday has not been without political controversy. Both the Thatcher and Cameron governments floated proposals to abolish or move it — most recently in 2011, when the Department for Culture, Media and Sport consulted on shifting it to “Trafalgar Day” in October. None of the proposals went through, and the Early May Bank Holiday remains firmly fixed in the calendar.
